The Ministry of Social Affairs – Délégation Départementale de la Menoua – and the association
(HAVU) signed an Action Humanitaire pour les Personnes Vulnérables grant contract on
Friday, August 18, 2023. This contract is granted for the working capital of COOPEC-PHAM.
This grant was supported by The World Will Know (WWK).
« I would like to thank HAVU, through Professor TCHAMBA, for its constant contribution to
the care of the disabled people we are privileged to have at our disposal. (…) Our hierarchy has
encouraged us to work with social partners, and for the past three years we have been working
with HAVU to support disabled people. « Ms NGOUPEYOU Solange underlined this in her
welcome address. The document was signed by the Déléguée des Affaires Sociales Menoua,
NGOUPEYOU Solange, the President of COOPEC-PHAM, Mr. TOGO Martial Félix
COOPEC-PHAM, Mr. TOGO Martial Félix, and the President of HAVU, Professor
TCHAMBA Martin. Signed in the presence of a dozen leaders of vulnerable organizations in
the Menoua region, the agreement marks the culmination of a collaboration that began several
years ago with the distribution of walking sticks to the disabled and the granting of funds to the
best projects, among others. HAVU, which helps disabled people in Cameroon and the Menoua
department every year, has set up a working capital fund.
In order to promote the empowerment of disabled people and encourage them to get involved
in income-generating activities, HAVU in collaboration with WWK have awarded a grant of
$1,000 for the working capital of the Coopérative d’épargne et de crédit des producteurs
handicapés de la Menoua (COOPEC-PHAM). The aim of this agreement is to :
– Increase the cooperative’s working capital ;
– Satisfy credit requests for projects deemed acceptable by HAVU ;
– Financing income-generating activities for people with disabilities;
Other partners from the diaspora showed their commitment to supporting disabled people
through other donations of materials such as crutches, bags of food and others.
Mr. AWOUDEM André, President of the Menoua Departmental Committee for the Disabled,
made a plea on behalf of the Menoua disabled, to the public authorities and to the partners
present, namely HAVU, thanks to whom the disabled feel important and loved.
On the reasons for HAVU’s act of generosity, Professor TCHAMBA Martin gave five
arguments: « We looked at four indicators based on the document you gave us. We looked at
transparency in the granting of loans, the second thing we looked at was the viability of the
projects being supported, the third indicator was management efficiency. The fourth indicator
was repayment capacity and, contrary to what some people think and say, disabled people are
not victims. The final criterion we looked at was accountability. As long as these five indicators
are in place, everyone is reassured »,
said HAVU’s president, who hopes that each beneficiary will respect the repayment deadline,
so that someone else can in turn access this fund, which should have an impact on the
beneficiary’s life.
« We had the privilege, three months ago, of receiving a letter from the U.S. State. The Ministry
confirming that HAVU has been approved in the United States as an NGO », announced
Professor TCHAMBA Martin.
